The National Network for Fostering Sibling Connections
The National Network for Fostering Sibling Connections is dedicated to protecting the rights of siblings in the foster care system, ensuring that they be placed together and remain connected when joint placement isn’t possible. We bring together social workers, dependency attorneys, judges, CASAs, caregivers, parents, program staff, and individuals with lived experience to advocate for stronger legal protections and systemic change.
Founded in late 2024, our network unites stakeholders across the country to drive policy reform, legal advocacy, and resource development that prioritize sibling bonds. We work to:

Ensure siblings are placed together in foster care unless it’s not in their best interest.

Train lawyers, social workers, and judges through specialized resources, guides, and training programs.

Advance legislative efforts to strengthen sibling protections, improve existing laws, and champion new policies.

Raise awareness and funding to support initiatives that keep siblings connected.
In February 2025, we partnered with Foster Greatness to launch the Foster Siblings Project, expanding our reach and impact. Through collaboration and advocacy, we strive to create a child welfare system where sibling relationships are prioritized, protected, and preserved.

Siblings are anchors in moments of uncertainty, especially for youth navigating the foster care system. Across the country, countless children are separated from the brothers and sisters who know them best. Our network exists to change that narrative by elevating research, amplifying lived experience, and supporting the professionals and caregivers working to keep siblings connected.
